CHICAGO (AP) - Illinois' legislative leaders are set to continue negotiations on a possible solution to the state's school funding impasse.

A Democratic candidate for Illinois governor is comparing the leader of the his own party to a well-known fictional villain.

Illinois legislators have adjourned the third day of a special session without wading into a school funding fight. 

Illinois House Speaker Michael Madigan says a newly approved state budget was the result of bipartisan efforts to end a "destructive" impasse that has gripped state government for more than two years. 

The speaker of the Illinois House has scheduled a vote for Thursday to override the governor's veto of budget package.

House Speaker Michael Madigan says he will call a $36.5 billion spending plan for a vote Friday while Democrats and Republicans continue to negotiate tangential issues crucial to a state budget deal with Gov. Bruce Rauner.

SPRINGFIELD, Ill. (AP) - The Democratic speaker of the Illinois House is upbraiding Gov. Bruce Rauner for comments the governor made about him.

Michael Madigan was re-elected speaker of the House today in Springfield. It was the opening day of the 100th General Assembly. And Madigan used the occasion to call for a focus on economic growth.  Madigan's agenda consists largely of ideas he's suggested before: cutting the corporate tax rate, increasing taxes on millionaires, and raising the minimum wage.

Governor Bruce Rauner and his fellow Republicans have spent years vilifying House Speaker Michael Madigan. Lately, the party has gone further… trying to sway House Democrats away from re-electing Madigan as their leader. 

Republican Governor Bruce Rauner and Democratic House Speaker Michael Madigan may not agree on much when it comes to the Illinois budget. As they negotiate both men apparently find it helpful to accuse the other of pushing for a tax increase. Rauner, Madigan and the legislature’s other top leaders discussed the budget privately Tuesday in Chicago.

Governor Bruce Rauner met today with Illinois' top leaders. It was the first such gathering in months.  A stopgap spending plan expires at the end of the year.  Democratic House Speaker Michael Madigan wants to use the same recipe that led to the stopgap's passage.

The Illinois House again has canceled plans to convene for a weekly session on Wednesday.  House Speaker Michael Madigan released a statement saying that rank-and-file groups of lawmakers continue to make progress on negotiations toward a budget deal. 

The Illinois Constitution says the state can only have a flat income tax. Most people seem to think that means wealthy people cannot be made to pay higher tax rates. One prominent Springfield policy maker has a different view.                              

A failed bid to allow for a graduated tax rate would seem to take a progressive tax rate off the table. 
And yet this was House Speaker Michael Madigan's recent suggestion for getting to a balanced budget:

"Cuts in spending, new revenue -- especially taxes on the wealthy."
